Steps to reproduce:
  1. Create a scene with a private card
  2. Create a subcard in the card
  3. Use "Move to" -> "Move out" to promote the subcard to a top level card
Expected: The newly promoted card has a "Mark Public" button
Actual: It is impossible to make the card public
